How to Get an Adult-Only Game Rated in Korea: A Step-by-Step Guide

Launching an adult-only game in South Korea requires more than completing a global age-rating questionnaire. Games that meet Korea’s Youth Restricted classification—commonly displayed as 19+ on digital storefronts—generally require an official Korean rating certificate before they can be distributed to adult users in the country.

A platform-generated age label alone may not satisfy this requirement. Global developers should prepare the Korean rating application, supporting materials, local filing structure, and store integration process before setting a launch date.

Understanding Korea’s Adult-Only Game Rating

Korea’s statutory adult-game category is called “Youth Restricted,” rather than “18+” or “Adults Only.” Digital storefronts commonly display this category as 19+.

The Korean rating review considers content factors including:

  • Sexual content
  • Violence
  • Crime and drugs
  • Inappropriate language
  • Gambling or simulated gambling

A game may require a Youth Restricted rating when these elements exceed the standards permitted for younger audiences. Gambling-style mechanics and certain casino simulations may also trigger additional review requirements.

Does an IARC Rating Cover Adult-Only Distribution in Korea?

Not by itself.

IARC and platform questionnaires can generate region-specific age ratings for games distributed through participating digital storefronts. However, if a game falls within Korea’s Youth Restricted category, a platform-generated rating label alone may not be sufficient.

The developer may need to obtain an official Korean rating certificate and provide the relevant Rating Classification Number to the applicable storefront.

This does not mean that all IARC ratings are invalid in Korea. Platform-based classification remains available for eligible games below the Youth Restricted threshold. The additional certificate requirement primarily affects games classified as unsuitable for minors.

Foreign companies generally cannot complete a direct Korean rating application using only their overseas corporate information. They typically need a Korean publisher, authorized filing representative, or Korean branch that can access the local application system and provide the necessary registrations.

Step 2: Prepare the Application Materials

The exact documents may vary according to the platform, game structure, and review route. A typical submission package includes the following materials.

Game Overview and Content Description

Prepare a clear explanation of:

  • The game’s world, characters, and core gameplay loop
  • Available game modes
  • Monetization systems
  • Player-to-player interactions
  • Randomized reward or loot box mechanics
  • Trading, exchange, or cash-out features
  • Adult-content elements that may affect the rating

The description should reflect the actual review build. Material discrepancies between the submitted documentation and the live game can create additional review or post-launch compliance risks.

Representative Gameplay Video

Provide gameplay footage that allows reviewers to understand the complete game flow and all rating-relevant content.

The video should clearly show applicable scenes involving:

  • A review-ready build

Reviewers should be able to reproduce the gameplay described in the application without unnecessary technical barriers.

Apple App Store

Complete the age-rating questionnaire in App Store Connect and provide the official Korean Rating Classification Number through the Korea-specific rating workflow where applicable.

The certificate information, developer details, and store submission should remain consistent.

Other Korean Storefronts

One Store and other distribution platforms may require an IARC certificate ID, Korean rating certificate, or additional matching process. Confirm each store’s current requirements instead of assuming that one integration procedure applies to every platform.
