Since October 23, 2025, an overseas company that distributes or provides games to Korean users without a place of business in Korea must appoint a domestic agent under GIPA Article 31-2 and its Enforcement Decree if it meets any of the following:
GRAC identified 81 companies in the first cycle; 80 had appointed by July 2026 and one was placed under corrective action. Eligibility is reassessed every year. The current cycle began on October 23, 2026 and is decided on 2025 figures.

Scope note. Our role is regulatory compliance contact for your games. We do not run customer service, moderation, billing or refunds – refund and complaint inquiries arriving at our Korean channel are routed to your own support team, and we do not resolve cases on your behalf. The scope of any extended services above may vary depending on the agreement.
We confirm whether you meet the 365,000-install or KRW 1 trillion threshold, which legal entity in your group must appoint, and what your Terms of Service currently say. If you already know you are in scope, you can skip straight to designation.
We sign the service agreement, prepare the appointment documents, and submit the domestic agent designation report to GRAC. You receive a copy for your records.
We provide the exact Korean-language agent information to disclose in your T&C – name, address, phone and email. English T&C remain acceptable, as long as this information is in Korean.
We act as your domestic agent: handle authority communications, coordinate the required disclosures, and maintain a defensible audit trail of every notice, submission and response.
On an ongoing basis we review your probability-item disclosures, content rating and ad assets against GRAC's current enforcement priorities, and advise you before an issue becomes a notice – summarised in your quarterly compliance report.
Our team comes from Google Play's Policy Operations and Games Partnership teams and from a major Korean game publisher. We read a regulator's notice the way the regulator wrote it, and we know what a live-ops calendar looks like from the inside.
Gacha pity systems, synthesis items, dungeon passes, season passes – we know the mechanics, so compliance reporting takes minimal input from your team and we don't ask unnecessary questions.
Instead of blanket compliance, we separate the red-flag issues GRAC enforces – probability disclosure first – from the nice-to-haves, so your team spends effort where the risk is.
We participate in GRAC's domestic-agent roundtables and track GIPA amendments as they form, so you hear about changes before they take effect, not after.
Eligibility is reassessed every year and the regulator generally won't notify you when you fall below the threshold. We monitor it for you – including telling you when you no longer need us.
English and Chinese-speaking team, with every regulator-facing document handled in Korean.
No. Companies are generally not notified when they fall below the threshold. We monitor your figures for you and tell you when designation is no longer required.
Under the current Act, only if that subsidiary is the entity that actually distributes or provides the game in Korea. If the overseas parent or another foreign affiliate still provides the game directly to Korean users, that foreign entity needs its own domestic agent. From 21 April 2027, a publisher with a qualifying Korean subsidiary or affiliate must appoint that entity as its agent.
Yes. Each entity that serves Korean users must appoint, but they may appoint the same agent.
No. GRAC has confirmed that English T&C are acceptable for routine monitoring, provided the domestic-agent information is stated in Korean.
We receive it, translate it, tell you what it means and what the deadline is, draft the response, and submit it. You approve; we handle the regulator.
